游街 is a separable verb (离合词) with two distinct meanings. The first is a historical/cultural practice: parading a convicted criminal through the streets as public humiliation (游街示众). The second is a modern political meaning: marching in the streets as a protest or demonstration (游行). You can split the syllables with a measure word or duration: 游了一次街 ('paraded once'). The third gloss 'stroll in the streets' is misleading — that's 逛街, not 游街.
