涉案 is a verb-object compound meaning 'to be involved in a legal case.' It is most often used as an attributive modifier before nouns like 人员 (personnel), 金额 (amount of money), or 物品 (items) to indicate that the person or thing is connected to the case under investigation. You can also separate the two characters with 了 or 过 (e.g. 涉过案 'has been involved in a case') when talking about past involvement.
