海选 literally means 'sea election', referring to an election process where anyone in the community can nominate any candidate — first used in village committee elections in China in the 1990s. The term has since been extended to open auditions in the entertainment industry (e.g., reality show competitions) and any open selection process where everyone is eligible to participate without pre-screening.
