活佛 (literally 'Living Buddha') refers to a reincarnated lama in Tibetan Buddhism — a teacher believed to be the reincarnation of a previous enlightened being. The most famous examples are the Dalai Lama and the Panchen Lama. When you see or hear this term, it carries religious and cultural weight specific to the Tibetan Buddhist tradition; it's not a general term for any monk.
