洋溢 (yáng yì) means 'to be brimming with' a positive emotion or atmosphere — it's used in literary or descriptive contexts, not everyday speech. Unlike neutral 充满 (chōngmǎn 'full of, filled with') which works for both physical objects and abstract ideas, 洋溢 is restricted to pleasant feelings. 充斥 (chōngchì) is the negative counterpart, always implying something undesirable.
