法制 (fǎ zhì) refers to the legal system and institutions — the concrete laws, courts, and procedures of a country. It is often confused with its homophone 法治 (fǎ zhì, 'rule of law'), which is the principle that government must be subject to the law. Compared to 法律 (fǎ lǜ, 'law'), which is the body of rules, 法制 emphasizes the institutional framework.
