汹涌澎湃 is a four-character idiom (chengyu) that describes a scene of violent, surging water — huge waves crashing and churning. Figuratively, it is used for any powerful, turbulent force: a raging debate, a roaring crowd, or an overwhelming emotion. It is stronger than plain 汹涌 ('surging') and always carries a sense of unstoppable momentum, like a tide or storm that cannot be contained.
