水准 (shuǐ zhǔn) is a formal noun meaning 'standard, level', especially of quality or living conditions (e.g., 生活水准). It is more formal and narrower than 水平 (shuǐ píng), which is the everyday word for proficiency or skill level. In surveying, 水准 also means 'level' (a datum), a technical sense not shared by 水平.
