Definition
民办 (mín bàn) describes institutions (schools, hospitals, etc.) run by local people or private entities, as opposed to state-run 公办 (gōng bàn). It differs from 民营 (mín yíng), which is used for enterprises and businesses, and from 私营 (sī yíng), which emphasizes private ownership rather than community operation.
