来者不拒 is a four-character idiom (成语) meaning "to refuse no one who comes or no request that is made". Literally "those who come, (we) do not reject", it describes a person or organization that is open, welcoming, and willing to accept everyone or every proposal without discrimination. The tone can be positive (generosity, hospitality) or negative (lack of selectivity), depending on context.
