条约 (tiáo yuē) refers specifically to a formal, legally binding treaty between sovereign states (e.g., a peace treaty or trade treaty). It is more formal and state-level than 协议 (xié yì, a general agreement) and 合约 (hé yuē, a commercial contract). Among the siblings, 协定 (xié dìng) is a less formal intergovernmental accord, while 公约 (gōng yuē) is a multilateral convention with many parties.
