条例 (tiáo lì) refers to formal regulations or ordinances issued by authorities, with a legal/official tone. It is more formal than 规定 (general rules) and narrower than 法规 (laws and regulations). Unlike 规章 (internal rules) or 章程 (organizational charter), 条例 is public and codified.
