有愧 is a separable verb (离合词) meaning 'to have a guilty conscience' or 'to feel regret or shame.' The object 愧 can separate from 有 when inserting quantity or a question word, e.g., 有什么愧 ('what guilt do you have?'). It is commonly used with 对 to express feeling guilty towards someone: 对他有愧.
