景气 is a noun that primarily refers to the state of the economy — whether it is booming or in decline. You will very often see it used with 不 (bù) as 不景气, meaning 'sluggish' or 'in a recession'. The older literary meaning 'scene; landscape' is now extremely rare; stick to the economic sense in modern Chinese.
