Definition
无时无刻 is a fixed phrase that literally means 'no time, no moment', but it is always used together with 不 (negation) to form the structure '无时无刻不...', which actually means 'all the time' or 'at every moment' (double negative = strong affirmative). For example, '他无时无刻不在学习' means 'He is studying all the time'. Do not use 无时无刻 alone without 不, as that would create a negative meaning ('never').
