It differs from 无所作为 (wú suǒ zuò wéi), which emphasizes a lack of achievement or initiative over time. 晃荡 (huàng dang) is a more colloquial verb for loafing around, while 一事无成 (yī shì wú chéng) means having accomplished nothing at all.
