施压 (shī yā) means 'to pressure' or 'to exert pressure on' someone, especially in political, social, or psychological contexts. Unlike 施加 (shī jiā), which is a general verb for 'to apply/exert' (e.g., influence, force), 施压 is specifically about applying pressure and is often used with 向 (toward). It is more figurative than the physical sense of 压 (yā 'to press').
