斡 (wò) is a bound morpheme that appears primarily in the compound 斡旋 (wòxuán), meaning "to mediate" or "to act as a go-between." Its original meaning, "to revolve / spin / rotate," is now rare in modern Chinese; you will almost never encounter 斡 used alone. The compound 斡旋 is a formal verb often used in diplomatic or conflict-resolution contexts.
