敛财 is a derogatory term meaning 'to accumulate wealth by dishonest or exploitative means', often used in discussions of corruption, embezzlement, or price gouging. It's a separable verb (离合词): 敛 can take complements or measure words between itself and 财, e.g. 敛了不少财 ('raked in a lot of money'). You can also insert a modifier: 敛不义之财 ('amass ill-gotten wealth').
