This is a four-character chengyu (set phrase). The literal image is 'waving flags and shouting battle cries' — like an ancient battlefield. Today, it's used metaphorically to mean 'cheer on', 'root for', or 'loudly show support' for someone or something, often in competitions, campaigns, or public causes. You can use it with 为 (wèi) to say 'cheer for X'.
