搭腔 means 'to respond or join in a conversation'. It is a verb-object compound that can be separated: complement or aspect marker goes between 搭 and 腔, e.g., 搭不上腔 (can't get a word in), 搭过腔 (have spoken before). It is often used in the negative 不搭腔 to mean 'ignore someone'.
