提 (tí) has two main uses: (1) to carry something hanging from the hand (e.g., a bag), unlike 抬 (carry by two or more) or 端 (hold level with both hands); (2) to mention or raise an issue, where 提出 means 'propose formally' and 提到 means 'mention in passing'.
