掌印 is a verb-object compound (离合词), literally 'to hold the seal' — i.e., to be in charge or hold power in an organization. You can separate the verb and object to insert particles or time expressions: 掌了印 ('took charge'), 掌过印 ('has been in charge in the past'). It often refers to the person who makes the final decisions rather than the act itself.
