捆 (kǔn) means to tie or bind things together with a rope or string, and as a classifier it counts items bound into a bundle (一捆报纸). It is more concrete than 束 (shù), which is a general classifier for bunches (like flowers). Compared to 裹 (guǒ 'to wrap up'), 捆 emphasizes binding with something that goes around the items, not enclosing them in a wrapper.
