Definition
挥 (huī) is a general verb for waving or brandishing — you can wave your hand, a flag, or a weapon. 招手 (zhāo shǒu) is only for waving the hand to beckon or signal; 挥舞 (huī wǔ) adds a sense of vigorous, dramatic waving (e.g. waving a sword). 挥 also means 'to conduct' (an orchestra) or 'to command'.
