拨打 (bō dǎ) is the standard verb for making a phone call or dialing a number. It is more complete than 拨 (bō), which can also mean 'to dial' but is often used as part of 拨打 or in other contexts like allocating. 叫 (jiào) means 'to call out to someone' or 'to summon', not for phone calls.
