拨开 is a resultative verb compound (动结式) meaning to use a light sweeping or prying motion to push something aside or force something open. Common objects include curtains, weeds, lids, or hair. It can be separated with 得/不 to form potential complements: 拨得开 ('can be pushed aside') or 拨不开 ('cannot be pushed aside').
