Definition
把舵 is a separable verb (离合词) meaning 'to hold the rudder' or 'to steer', used both literally for steering a boat and figuratively for guiding an organization or project. The verb 把 and the noun 舵 can split when inserting measure words or other elements, e.g. 把着舵 ('holding the rudder'). You can also use it with 给 to indicate who is steering: 给他把舵 ('steer for him').
