打基础 is a separable verb-object phrase (离合词) meaning 'to lay the foundation' for something — usually in a figurative sense like learning, career, or project planning. The verb 打 and the object 基础 can split when you add a modifier or measure word: 打下一个好基础 ('lay a good foundation').
