扎眼 is an adjective describing something that is visually loud, garish, or offensively conspicuous — usually in a negative sense, like a color or outfit that clashes badly or draws unwanted attention. It's often used with 太 (too) to express disapproval. The word is not used for neutral or positive conspicuousness.
