懊 is a bound form (不成词语素) that never appears alone in modern Chinese. It combines with other characters to form adjectives and verbs expressing regret, annoyance, or frustration — the most common compounds are 懊悔 (to regret), 懊恼 (to be annoyed/vexed), and 懊丧 (to be dejected).
