慢吞吞 is a reduplicated state adjective that describes someone's movements or actions as irritatingly slow — slower than just saying 慢, and with a clear feeling of frustration or impatience. You can use it as a predicate with 的 (他慢吞吞的) or as an adverbial with 地 (慢吞吞地走过来).
