惹恼 is a verb-object compound (离合词) meaning 'to provoke or offend someone to the point of anger'. The verb 惹 ('to provoke') and the result 恼 ('angry/annoyed') can be separated when an object or measure word is inserted between them, as in 惹他恼 ('provoke him to anger'). It is commonly used in the 把 construction: 把他惹恼了 ('provoked him to anger').
