惯量 (guàn liàng) is the Chinese term for 'moment of inertia' in physics — the rotational analogue of mass. Do not confuse with 惯性 (guàn xìng, 'inertia'), which refers to resistance to linear motion. 惯量 is a technical term used in mechanics and engineering.
