总是 (zǒng shì) means 'always' — it describes an action or state that happens every time, without exception. It is stronger than 常/常常 (cháng/chángcháng 'often'), which only means frequently. Unlike 从来 (cóng lái), which often pairs with 都 and is used for 'all along' or 'never', 总是 is neutral and simply means 'every time'.
