归咎 is a formal verb meaning 'to blame (something) on (someone)' or 'to impute fault'. It is more formal and literary than everyday words like 怪 or 责备. In writing and formal speech, it is commonly followed by the preposition 于 to introduce the target of blame (e.g., 归咎于). You can also use it without 于 when the target is clear from context.
