张狂 describes someone who behaves in a loud, arrogant, and unrestrained way — showing off their power or opinions without regard for others. It's stronger than 骄傲 ('proud') and closer to 'insolent' or 'outrageous' in English. You can use it for a person's character, their behavior, or their manner of speaking.
