弊端 (bìduān) refers to a systemic problem, drawback, or corrupt practice within an institution, system, or policy. It is more specific to structural flaws than 弊病 (bìbìng), which can be any disadvantage or evil, and more concrete than the set phrase 不正之风 (bùzhèngzhīfēng), which describes general unhealthy tendencies in society.
