开荒 is a separable verb (离合词) meaning 'to reclaim wasteland' or 'to open up uncultivated land'. The verb 开 can separate from the object 荒 when aspect markers (了, 过), measure words, or complements are inserted — for example, 开了一片荒 ('reclaimed a piece of wasteland'). It is also used metaphorically for pioneering new fields or ventures.
