开朗 describes a person who is cheerful, outgoing, and open-minded. It's broader than 外向 (just extroverted) and more about being bright and easygoing than 乐观 (optimistic focus) or 豁达 (generous, unbothered). For weather or a space, it means bright and spacious, similar to 明朗 but stressing openness.
