Definition
开放 has three distinct uses: flowers blooming (a more literary term than the everyday 开花), opening to the public or outside world, and being open-minded/liberal. As an adjective, it is broader than 开明 'enlightened' and different from 开朗 'cheerful, outgoing'. For the 'bloom' sense, use 开花 in daily conversation.
