开快车 is a separable verb (离合词) meaning both literally 'to drive fast / speed in a vehicle' and figuratively 'to rush through work or do something hastily'. The literal driving sense is most common (speeding on the road), while the figurative sense extends to any task done too quickly at the expense of quality.
