Definition
巡游 means to move through an area, either as a formal patrol or as part of a festive parade. You'll hear it most often in two contexts: (1) a procession of decorated floats or performers through the streets during a celebration (花车巡游 'float parade'), and (2) a security or inspection tour where someone walks or drives around checking a place (保安巡游 'security patrol'). The 'stroll about' sense from older dictionaries is less common in modern usage.
