小学 (xiǎo xué) means 'elementary school' — the first stage of formal schooling. 学校 (xué xiào) is the general word for any school, while 中学 (zhōng xué) is 'middle school'. Don't confuse 小学 with 小学生 (xiǎo xué shēng), which means 'primary school student'.
