封顶 (fēng dǐng) is a verb meaning to 'cap' or 'set a ceiling' on something, such as spending or prizes, or to 'top off' a building. Unlike the nouns 天花板 and 上限, which denote the limit itself, 封顶 is the action of imposing that limit. It can also mean 'to peak' when talking about growth or profits.
