对策 (duìcè) refers specifically to a measure or strategy taken in response to a problem or challenge — a 'countermeasure'. Unlike 措施 (cuòshī), which is a general 'step' or 'measure' toward a goal, 对策 is always reactive. And unlike 计策 (jìcè), which implies a cunning or deceptive plan (often in military or competitive contexts), 对策 is neutral and practical.
