审核 (shěn hé) means 'to audit, review, and verify' — a formal process of examining documents, accounts, or applications for accuracy and compliance. It is broader than 审计 (shěn jì), which is strictly financial auditing, and more authoritative than 核对 (hé duì), which is simply checking facts or numbers.
