官僚 (guān liáo) refers to a bureaucrat or the bureaucratic system, almost always with a negative connotation of inefficiency or self-interest. It differs from the neutral 官员 (guān yuán, 'government official') and 公务员 (gōng wù yuán, 'civil servant'). 官 (guān) is a broader, less formal term, while 官吏 (guān lì) is historical.
