外汇 (wài huì) means 'foreign exchange' — it covers foreign currency itself (like 外币 wài bì) as well as the market and the system of exchanging currencies. 外币 is narrower, referring only to physical foreign banknotes and coins. 汇率 (huì lǜ) is the exchange rate, a different concept.
