基准 (jīzhǔn) is a technical term for a reference point used for measurement or comparison — a 'benchmark' or 'datum'. It is more specific than the general 标准 (biāozhǔn 'standard'), which is used in everyday contexts. 准则 (zhǔnzé) refers to norms or rules of conduct, while 水准 (shuǐzhǔn) indicates a level of quality.
